Nope, this is not in Seoul. It's located in the north-east part of Korea. You need to take a 2/3-hour train-ride from Seoul to Chuncheon, and then ask around.
Chuncheon is sick, it's a pretty small city but with a lot of sport facilities (indoor ice skating, fotball stadium, the asian X-games skatepark, etc.). Good luck!
