Can everyone stop attacking Billy and defending Chloe? Chloe has become such a self-righteous bitch and is constantly putting down Billy for "not being there for Delia". She's no better than him! She has this holier than thou act going and it's truly pathetic.
The reason Delia is mad is because Billy chose to drink and drive and was killed. He chose to act like a jackass and is missing out on her special day. It doesn't have anything to do with Chloe badmouthing Billy, which she wouldn't do. Even in the beginning when Billy was being a bad father Chloe called him a good father.

Delia is a grown woman in this vision and she has a right to be angry, because she was most likely told by everyone that her father loved her, but she can't believe it because he died at his own hand from being drunk at the time. Drunk because he was moaning over a woman that was not her mother.
Chance does appear to be a surrogate father to her, but he is respectful to Billy's memory and Delia's feelings for him. But she seems to love him dearly and they seem to have a deep bond.

Huge props to Billy Miller for these scenes! Amazing acting here. Just wow. When Billy starts crying as he sees that he is not there for Delia, that part is so touching and emotional. Also, WOW at the BM and EH connection when Billy and Chloe have their talk. It's like they are talking to each other. And I like that out of all the people, Billy and Chloe get an alone scene without John. Just the two of them kind of talking to each other. Amazing chemistry. I'm a Billy and Chloe fan always.
When Chloe came on the show she was now how she is now. She was horrible to Lily and her mother and it wasn't till having Delia that she grew up. Billy blames everyone else for his problems because he doesn't want to look at himself. That is the whole purpose of John showing him what a mess he has made of his life. Billy can change, it is up to him.

Chloe was never as bad as Billy. Chloe was a bitch, but she didn't go around blaming everyone for her problems and creating enemies with literally everyone she talked to, including people that cared about her. Chloe grew up before Delia was born and that's just it, Chloe grew up for a good reason. Billy's been a father for nearly a year now. Clearly becoming one didn't help him. The comparison between them is wrong. Chloe and Billy are actually more different than people realize. Chloe listens.

I don't think it will happen overnight either. You know soaps like to exploit and prolong storylines as much as they can, there's so much they can do with Billy's storyline and with such a good actor playing Billy anything's possible.
I think its so cute that Delia's middle name is Valentine for her mother and grandmother and her birthday is Valentine's day. And aww Chloe's baby grew up. It was sweet seeing Chloe so emotional. Lkie she said, no matter how cool you are (and Chloe's cool), you still cry when its your child. The father daughter dance between Chance and Delia was really nice. It was nice to see that Delia was mature enough to appreciate the family she had and the father that had been there for her.

It took loosing his daughter to another man to knock him down. And LOVE Billy saying that he can get throught to Chloe, that he can always get through to her.
