Why won't they recommend to just tax and regulate it instead of decriminalization? They will still have the problem of prohibition, cops busting growers and sellers, and no system of control will be in place. They have a bill to legalize and regulate it in the legislature, in my opinion that's the way they should go.
Prohibition just creates more problems than it tries to solve, and although decriminalization is a step in the right direction, it simply isn't good enough.
californians might be free'er than most americans but there still not free. just because some laws bend on smokin grass doesnt mean their free over there.
