It means high frame rates not high speed basically. If you take a normal video camera that gets say 25 frames a second and slow it down its going to be jumpy and look like several pictures played somewhat fast. High speed cameras take hundreds more frames a second, say 400 frames a second (no idea if that's accurate). So if you slow 400 frames down to slow motion it wont be jumpy at all. I'm terrible at explaining things so hope that helps.
