The tractor is on hardpan, and one side has been raised enough to keep it from moving and the front wheels were turned in(hard right) to make it harder for the tractor to move and the left brake was most likely employed also

this tractor works with the pricincipe that the PTO, that lets the machine behind it run, only can work while the tractor is driving. With work like this, the tractor should stay there, it isn't usefull...

Ok, this is how he did it. Crank the front wheels to the right and hold the left brake. The front tires make it want to turn to the right, but applying the left brake makes the tractor want to go left... so the only tire that can turn, does - but doesn't go anywhere. The brush hog on the back helps keep it there too though, I'm sure :)
