Because the news package wascreated for FOX Affiliates...it's the same reason why a lot of NBC stations use a song based on the NBC Chimes. It's identifyable with the network the station is affiliated with.
They're owned by the same company...which is News Corp. & they want to keep their divisions Identifyable with eachother. That's why Newscorp had most FOX stations change their look & music to match FOX News Channel.
Actually it wsa June '04 when they stopped using this news open and modified the FOX 11 logo which was used until the FOX News O&O package in April of '06.

Fox affiliate WFXP in Erie uses the same music package Fox 11 used back then.
