You would have to drill many holes all around the mountain. Probably one hole about every 1/2 mile apart until you completed a full circle around the mountain. Even then it's more about magma then steam itself, of which the drilling operation when at some point run into.

@YellowstoneAlert No. Gas goes around! Onyl one vent hole is required. Each eruption costs $4 billion, so a hole is very cheap!
