Dude, it's supposed to be funny. The idea that you could get pirates to surrender just by using the queens name is supposed to be ridiculous. It's a parody of British patriotism. And its a joke on how plays are always resolved so quickly and improbably. Like at the end, even the Dr. of Divinity lives in the immediate vicinity.

It was written 120 years ago as a Comedy and satire. I don't think it would work on modern pirates, and I would be surprised if it ever worked.
