To make the rates as fast as would be needed to trick the instruments into thinking stones thousands of years old are billions of years old, the rates would have to be millions of times more intense. The earth would be a radioactive, uninhabitable cinder from the decay of radioactive materials during that time frame. Sorry, you don't get that loophole. There's also no evidence that rates have varied.
