If the main character in The Little Mermaid was the start for more independent Disney princesses, Ratigan in this film is the start for a more well written Disney rouges gallery! before him Disney villains was pretty poor in development but most villains after him was so much stronger written.

Ratigan's not only my favorite Disney villain, but one of my favorite villains in cinema history. He's so deliciously EVIL! The kind of guy who's diabolically ridiculous plans bring him joy and make him twistedly happy. I love how he has all these loyal minions, but he's willing to dispose of them with a ring of a bell if displease him in any way shape or form.
