Spindle is stuck, classic Maxtor noise when this happens. Either bad bearing or stiction. Stiction happens when the heads are knocked out of their "landing area" and onto the main part of the disk, which is so smooth the head sliders stick to them.
That disk is long gone. The spindle is unable to spin at all, either due to head stiction (heads are stuck to the platters) or the spindle motor itself jammed (bearings?).

My guess is that the sound is due to the spindle motor oscillating at frequencies as it tries to spin up the platters but can't because of head stiction.
Or, gently tapping the drive to release the stiction, which is the first thing that should be attempted but not before getting a brand new drive and hooking everything up to prepare to image the old drive over to the new one right when you get the old one to spin up.
Taking the cover off, IMO, is rather extreme and should be done only if there's really no other choice beside sending the drive off to a data recovery company.
It is an internal defective/faulty problem with the hard drive. All this crap about it coming from the computer or elsewhere are lies. Youtube it if you don't believe me. e.g., "Musical Maxtor"
