yeah but the extreme right party in france, which is basically racist, usually gets around 10% of the votes. meaning about 10% of the population are unashamed racists (we can assume there are more who keep it hidden). there is also a lot of racism out in the french countryside, like other places in the world where backwards views persist in remote communities. and other little things, such as there were no black tv presenters in france until almost 2000.
