This speech was not given on September 11, 1990. This video is of a speech given on March 6, 1991. Bush first used the term "New World Order" in a speech to congress on September 11, 1990. He kept expanding on that idea, a "New World Order" in speeches on January 16, 1991, January 29, 1991 and this one especially on March 6, 1991.

Operation desert storm was the first time 'they' inacted the U.N.'s policing force. Which has since been used many times. That is what he is referring to when he says, "the gulf war put this NEW WORLD to its first test, and my fellow americans WE passed that test." (emphasis mine) Realize that when he says WE that he is not (in a literary context) referring to "americans," but to "new world [order]". "americans" isn't capitalize because i don't think he would capitalize "chattel"
