yes it is. the mayor of hartford was trying his hardest to try to get an NHL team to come back to play in the Civic Center

I heard that There was an investor willing to put a bid to buy the team and another 5 year lease, but Roland wouldn't have it, he was focused on trying to get the Patriots to move to Connecticut, but that fell through and the Whalers deal fell through.
