Thats the thing I also fail to understand, I came to the USA after living in Africa my whoel life, and the ethics of ppl is so different, in Africa an education is valued, and people will strive to get a good one for their children, here where there are things like financial aid(People with low enough incomes can bassically go to college for free now and pay for it later, they don't even have to pay it all back because of grants) Pl fail to take advantage of the oppertunities. No offense these people are mostly statistics contained in ghettos, but when they start hitting rich white folks(business men, women and kids), celebrities and athletes, then the government will get serious about crime.

Till then, they're left to bureaucratic, understaffed and inept local organizations and authorities, until the recession runs through and the "favorites" get their high paying jobs back first which then leaves scrap odd jobs left for the poorest.

Chicago has an awful high school graduation rate, that is one of the problems infecting the inner cities. The government can't make you go to class and study.

I live in chicago too, in my opinion this is all our local government's fault, they don't give a crap about low income neighborhoods. They think a beefed up police presence can make up for the poverty that forces people to crime. This city's welfare system is a joke, if we simply put some money into our school system and welfare instead of Mayor Daley's pocketes something would get done!

i agree with the above statements. the chicago government is focused only on the loop, and several other areas that house the rich. there are tons of neighborhoods in the west and south side that receive no attention from the mayor or police (englewood). when you drive by these areas, it's as if you are in a third-world country, poverty-struck and isolated from the mainstream. the people there are refused opportunity to succeed, so they resort to gangs and violence. that's the lifestyle there.
