The cere on a female baby budgie will usually have white or very pale rings around the nostril area. The cere of a baby male will be all one color. The babies will show this difference at about two to three weeks of age. Even in adulthood the ring around the nostrils often remains on the females. Later, of course, you can tell by the adult colored ceres if dealing with the usual blue and brown.
