We elect congressmen by popular vote - that is true. It is a recent thing though. Before the people elected the congressmen, it was left up to state governments to appoint people to congress.
The reason why we do not permit "mob rule" to vote in legislation is because not everything is left up to "majority rules" - we are supposed to have a Constitutional Republic. Laws passed have to be legal in regards to the constitution. If the constitution does not permit a law, it must be amended.

You make the karma for yourself, and if you are not true to your own laws, you begin to fail. Whether religious or not.
This does not rule out, nor suggest the idea of a deity, it is the simple truth of the matter.
If one wants or needs to believe in a deity as part of one's life -- so be it. But the truth of the matter still stands.
