okay so Ringo wrote it because he was on Peter Sellers' yacht and he turned down the offer of an octopus lunch so the captain started telling him all these stories about the lives of octopuses and how they created gardens. so Ringo thought it was amazing because he wanted to be under the sea and get away from it all for a while.
