2) A sub is extremely hard to track which makes the "first strike" notion irrelevant because the other country doesn't know where the nukes are to take out. so they will be fired regardless.

3) The margin of error of a nuke becoming compromised on a submarine is damn near nonexistent on land you have worry about the locals, espionage etc...
