Just look at the ranking from top to bottom, it is conservative top heavy. Clinton was not an average president.
Reagonomics was a temporary fix. The long term effects were disastrous. The national debt quadrupled and by the end of his term to Bush's presidency, we went back into a recession.
Reagan was a great politician, he was a beloved president. People vote for people they like. And that's why his ranking is always overrated.
