ok, if you pause at 1.34 you can see several other shapes that have the same light/shade reaction as the "rod". It's clear that this vid is shot through a pane of glass during light rain and high wind conditions. I'm betting these shapes are created by droplets of water on the surface of the window and the "rod" is reacting differently to the others because it is larger and subject to greater windage forces. I'm worried by later versions of the same footage that have been cleaned of other shapes

I was watching a video just the other day that documented a scientific experiment in an attempt to cause lightning. Basically, they used meters to observe storm conditions, humidity, temperature and what not and determined when lightning was most likely to strike, then they launched a rocket carrying a conductive string. Perhaps that was what the "UFO" was for, is a vehicle to carry a lightning rod string to the sky above their target.
