Big Flagged Tuaren on Kodo standing on a popular NPC in Isles (Bombing Run NPC for instance). People will right click you when they try to access the NPC and hit you, aggroing guards. I have to watch that every day.

in sen'jin village it is a hex doctor when u have done the zalazane quest u can talk to him and he gives u a lot of buffs and debuffs :P included the Grow Up buff
