Lawl, I just Googled 'blood splatter,' saved the pictures with white backgrounds, then chroma keyed the backgrouds out in Sony Vegas x3

It means to get rid of a background, by entering a certain color. It's kinda hard to explain, but I think Hawkmask has a tutorial on how to make that effect. ^^
