This reminds me of the movie 'When The Wind Blows'. It's an animated movie about an old couple who follow these intructions during a nuclear attack. And yes - they still die from radiation. Check it out on YouTube - very good movie.
This isn't as bad as the one I saw where the guy recommended that people outside in a nuke attack cover their heads with their newspapers so they don't get burned.
This film is an exercise in absurdity. Immediate death would be preferrable to "surviving" the blast. The British were treating this as though the blast would be something that could be dealt with like it was a bombing air raid in World War II, which it most certainly would not be.
In truth, all of the methods only reduce the risk of getting radiation poisoning, which you would more than likely get anyway. Nothing, stops Gamma radiation, not even a 3 ft thick block of lead.

This is COMPLETELY untrue. Gamma radiation can be halved by 3 1/2 inches of packed dirt. Another 3 1/2 inches halves it again. And again, and again.
Fatalistic attitudes will kill far more people than any nuclear bomb.
