Cameras above the screen would detect the position of your eyes in relation to the screen so as you move the image would update so that to you it appears like the image is 3d. With the current price of lcd screens and high speed processors you could probably make this on a budget of 5k - or if your rubbish at programming maybe 7k so you can hire someone to program.
