That's Canadian rapper/singer Saukrates. He did Timbo's part on Promiscuous and also took part in other songs all through Nelly's "Loose" tour. He's better than Timbaland live, because he's an actual singer, not just a rapper. Timbo can't sing well outside of a studio.

A bit more detail about the Loose tour:

In the Loose tour, Saukrates did backup vocals, some precussion, and Timbaland's parts on Promiscuous and Give It To Me, as well as Timbaland's relatively smaller parts on Say It Right, Maneater, etc.

Regarding Give It To Me, Saukrates did Timbaland's part on the tour, but reworked the lyrics to talk about himself rather than Timbaland. Nobody did Justin Timberlake's part, they just skipped it. lol
