I had a shot like this in competition last night...OMG...unfortunatly it was the 8 ball. I made it and scratch. I tried BHE with top spin....but I think the pressure from it being the 8 got the best of me and I believe I hit the OB too hard and the CB floated in the pocket. What was so bad was the OB (8) wasn't even that close...lol...maybe 3 more inches from the pocket....oh well.
Topspin would avoid the scratch but wouldn't get us up table for the next shot (especially if there is "traffic" down table, in the direction of follow).
@DrDaveBilliards video doesn't show the next shot though, so obv it depends on where the other balls are. also i find top spin easier than screwback but that's prob just me. even with screwback, if you don't put enough on, it could go in the pocket however it appears to look quite difficult for this to happen with top spin.
When the CB is closer to the OB, the outside English (with draw) can be very effective; however, I think straight draw (with more bottom spin than is possible with outside English) is generally a better approach here.
For more info, see "hold" under "throw" in the FAQ section of my website.
On some bar tables, the CB is slightly heavier than the OBs. This makes it tougher to draw the ball. Also, with dirty ("sticky") conditions, the bottom spin wears off faster, from "drag" on the cloth.
Oh by the way I had more angle and the OB was a little closer to the pocket.

The scratch might have been tough or impossible to avoid. Have you tried it again since then?

If you had accounted for throw, maybe you could have escaped the scratch and made the ball.
This type of shot is definitely worth practicing.

top spin would do the job too wouldn't it? in this setup where the OB is a little in front of the pocket.

You're right. We should have showed the next ball up table (to the right).
