you need to check your boot menu. You need to hit f12 when you turn on the computer. Choose Harddrive. If this not work restart and hit f12 again. This time choose diagnostics. Diagnostics will help find any problems with the system. You can also press ctrl + f11 to start system restore. System restore will reinstall the os. All the above stuff should work if you HD is set by dell and was not reformated. Goodluck with the system
