No, he's trying to inform you of the dangers and risks of using Nitrous Oxide. At the dentist, they know proper dosages to give patients and many people get carried away thinking it wont cause any/much harm when using it recreationally.

At the end, he even says that if you're going to use it, know the dangers of using it.
