The soldiers are making 40k tax free, they have benifits, college, retirement, medical and work when they go home.  Contractors pay taxes, get no benefits, no retirement, no college, no medical, no family coverage and have no job when they go home. And most have more experience than the average Joe in the field. Many are retired from the military. Do the math.
