Absolutley! i have seen skinny, fat, overly muscular people and people of all body types be fast and strong and VERY agile in martial arts. sometimes the training of a muscle doesnt equall its condition. muscular bulk does NOT slow you down one bit. muscular bulk will make you move "differently"....thats a fact, but not neccasarily "slower". speed equates to 'how the muscle is trained" not the "condition" of the muscle.
