its to do with poverty, where if u have no job, people start to sell drugs, because there is a market to sell to people with no jobs, and nothing to make them feel good about. it becomes like crack is the only good thing they have, cos it makes them feel good for a moment from their shitty lives. so its a vicious cirlce - no jobs = people are miserable = drugs are used to be sold and used to make life better.
