I don't remember verbatim, but it tells you that a rogue comet passed over and earth would remain in the strange, gaseous trail of the comet for the duration of eight days, (the time period during which the story takes place), everything returns to normal after, (man-made electronics and vehicles return to normal & stop killing people or acting by their own motivation) It is evidently the comet which caused the disruptions.
