to be honest, SEGA made this game aswell... I think they changed it to "Dr Robotnik" because they knew it would sell more over here with something like that slapped on it...

Which is probably why the artwork resembles that of the "Adventures of Sonic the hedgehog" cartoon...

It was developed by a company called Compile, the rights to the series were transfered to Sega (which held the arcade distribution rights) when Compile went under.

@SuperSonicRemix Sega didn't rip off anything. They bought rights to edit and distribute this game in the NTSC-U region (U.S.A, Canada, Latin America, Mexico). Since no one knew anything about these games in these regions, they thought the game would sell better if they slapped a more popular icon on the game.
