@robinluisss in the NCAA interpretation of rules, the are allowed to use a Dual System of Control for smaller colleges when they don't have enough referees to cover the games. Smaller schools usually like to play earlier to avoid turning on lights or having to stay over night. Not all refs can get off of work all the time. As far as the yellow card, he obviously did not see the challenge well enough to deem that it was Serious Foul Play. the other referee saw the play and so RED CARD.

Its a college game where they actually allow two referees on the field that have the same powers. Its called a dual center. The first referee only thought it was a yellow card, but the second referee came in and dropped the yellow card and issued the red card and correctly so. The second referee had a much better view and made the correct call, he was also probably the senior referee.
