He got more popular while Stone Cold was out of action from Suvivor Series 1999 but Austin is WWE's most sucessful superstar in terms of selling out ppv's and merchandise even higher than Hogan. Also Triple H didn't become popular until his return in 2002. From 1996-2001 he was in high midcard with DX and then the company's main heel in 2000. Not really, Austin never truly regained the magic that he had in the mid to late 90s. After the tail end of '99 Rock was pretty much bigger than Austin in the business. Austin BY FAR was bigger from '97- the majority of '99. But after that Rock held his own even eclipsing Austin's popularity.

It should also be pointed out that WWF crowds in general were amazing in 2000. Even Jericho's short-lived win over HHH got a pop as loud as any The Rock received that year.

Rock carried that momentum well into 2003 even as the heel Hollywood Rock. 2000 was the year that signified a passing of the torch type situation where Rock became the main baby face over Austin.
