If you ever see videos of her performing before she took on the Lady GaGa persona, you will see that when dressed normally, she is an unattractive person. Her producers know this, which is why she is often masked with outrageous make-up, costumes or prosthesis. The outrageous looks and behavior keep the public focused on the GaGa persona instead of her natural self.
