Each member of the Host Club has a role they play to entice the female patrons of their club. The Twins play the "gay" role and hint at possible incest while in fact they are both straight as an arrow (they both crush on Haruhi but one twin backs down to support his other half in stepping outside of their shell).

Yes, it is supposed to look incestuous but they are role playing for fangirls.
