You know, if you really wanted to be evil and cruel, you could base such a fluid off of something lower in density than water, an oil or alcohol, and then make a whole swimming pool sized area of it and drop someone you don't like on it, and he'll have to keep running or sink and die, because if he sinks he won't have the buoyancy to get out because it will be lower in density than water. A sort of ridiculous James Bond sort of situation.
