Solution: A more structured environment is needed to teach kids (and adults) discipline. Example: Inner-city areas that have allowed Catholic run schools in (rather than govt run) have done very well.

Being poor does not make one decide to rape and kill, nor does being uneducated. Morality comes from the family - not from money or books. The truth is that these kids are not salvageable - after a critical timespan of neglect they are done; focus must be on the future. Why was this not happening before the 60s? That is key.

These kids were the product of the govt run, welfare system which perpetuates poverty, kids without fathers, drugs, sub-
standards in the schools, violent, guns, gangs, which equals a dim future.
Solution: A more structured environment is needed to teach kids (and adults) discipline. Example: Inner-city areas that have allowed Catholic run schools in (rather than govt run) have done very well.
Just compare and see. NOTE: you do not have to be Catholic to go to these schools.

You know mikepadre, people who think as you do conveniently overlook the fact that there are WHITE people who live in impoverished areas, too. Google "People of Appalachia" (or something similar).
Any major city in the world (small towns too) have areas where there are White ppl who live in blighted, run-down conditions. If you want to continue to think the opposite, that's on you. Study a sociology book and learn something.....reading is fundamental. Peace out.

Of coarse there are white people living in impoverished areas, but they don't conduct themselves like blacks do. You need to stop watching t.v. or doing drugs. How do you compare living in poverty with murder? It is a fact whether you like it or not, Blacks commit more murders per capita than all other races combined.
