The UNSC official who funded the Spartan II Project asked Dr. Halsey for the plans just to review them. Then he had his scientists analyze it and modify it to create the Spartan III's (like Carter, Kat, Emile, Jun, and Noble Six). Everything was modified by the UNSC so that they could turn soldiers into Spartans right away, instead of training them for years, which is why they're smaller.

@LunaTixGaming they still kinda made spartans from kids and not soldiers since they needed undeveloped bodies for the drugs and other stuff but they kinda took in older kids than the Spartan IIs (7 year old when abducted) and the kids were mainly orphans that had lost their parents to the covenant that wanted payback (shitload of kids)

Reach is sister planet to planet Earth/Tellus. Reach is before the finding of the Halo rings, and you think that Halo Reach is not a Halo game. This is a Halo trailer, the birth of Spartan A259 also known as Noble One and Carter. The Fall of Reach was a incident before the first Halo game wich is Halo Combat Evolved.

I haven't read all of the books, but the books that I have read indicate that the Spartan project involved training children to be Spartans since they were really young, (like 4 years old, young) not simply grabbing hot shots that were already in the military and then filling them up with super-soldier juice...

@MilanKorr91 Difference between Spartan IIs and Spartan IIIs... the IIs were what Master Chief and the originals were, only a handful of the original 200 children survived to become the super-soldier you play in Halo 1, Halo 2, and Halo 3. Halo Reach mixed things up by introducing the Spartan IIIs earlier than usual... orphans from glassed planets who were made into 'cheaper, cost-effective' Spartans, and with cheaper equipment to boot.

Besides, Noble team was formed after Beta company graduated, seeing as Kat and Carter as the only original members of Noble and Kat's service tag is "B-320" meaning she graduated from Beta, not Alpha company.
