They also were well within their rights to demand their goods be protected by the authorities, who would have had no option but to do so, as they have a duty to maintain law and order. That said many of the Irish food exports were looted, and often the soldiers drafted in to guard them turned a blind eye.

Most deaths happened in the second winter, when the British government had changed to a new administration, and changed that policy. Ultimately though the fact the Irish peasantry were living on small plots and dependent on potato farming was the British fault, the end result of 18th century penal laws
