no, I don't think so at all. I am owned by 4 BLM mustangs, and 2 od them are over 15.2 hh...1 of which is 16.1hh. I know of quite a few that are over 15hh. Beau in OR is 17.1hh, so they really are not rare or uncommon at all.

Mustangs are normally small, and rarely will you find one above 15hh.
