The Philippines constantly gets Typhoons and for the most part they are usually not that bad. Manila is located in a good place relatively because I believe typhoons come from the east and by the time they reach Manila they are usually not as strong. The city of Manila gets a lot of minor flooding on the city streets on a fairly constant basis. To a degree the people of RP are somewhat accustomed to Typhoons I believe.
