The words "general welfare" appearing together in the preamble to Article 1 Section 8 does NOT justify the term "clause" being applied to it.
"...to pay debts, provide for the common defense, and general welfare...."
Under Conyers terms, Congress would be able to do ANYTHING to pay debts, pay for the common defense, and general welfare!

My god! What a moron. Read what James Madion said about the "General Welfare Clause". But then again, what does Madison know? He's only the father of the constitution. It looks like the constitution, which makes collectivism impossible, is being interpreted as a magically changing document that seems to mean something else baised upon what these bastards want. But Hamilton had a more expansive view, and Hamilton's view was adopted by the courts. Of course, even under Hamilton's view, the General Welfare Clause does not support this. It's the Commerce Clause or bust.
The GW Clause is what allows the fed Gov't to attach strings to funding given to states. It's why the drinking age is 21 in all states. But unless the government gives all individuals money, it clearly can't use the GW Clause to make them enter a contract w/ a private company.
