It seems like here they're trying to establish the fact that Pico isn't just another cold-blooded killer, but rather a hard-ish protagonist. You're supposed to think he shot above the civilian's head as a "bad guy" move, but really it was to hit the enemy behind.
@NiNtenBricK I wonder that myself, Pico is EPIC. But I'm guessing they based the AI on who're better racers as AI like Blue Falcon, Golden Fox, Mighty Gazzelle, etc. do so well, especially on certain tracks, and so far Pico does awesome only on the first Casino Palace track (Master Difficulty), but if Pico's AI didn't spend time trying wipe out others, I bet he'd make top 6 appearances much more often!
the only one outta all of em that actually seemed cool, rest of em were all just supposed to be goofy, this one actually made itself seem quite cool, definatly shows ya don't mess with pico. :P
I nominate Pico for the next Super Smash Bros. character to represent F-Zero
