can't use windowblinds...could at one point but now any version I use it says has expired

I have windowblinds 7 but when i try to apply a theme, the windows basic shows up. I have a 3.06 mhz p4, 128mb geforce 4 ti4200, 1gb ram. My rating for aero is 1.9. I look up the requirements and it should work. Can someone help?
