Yeah it is about wiping your nose, but, ultimately the whole song is nonsensical. There are a number of topics in the song, but they hardly link up in a meaningful manner. Even in Japanese it's hard to make sense of anything. I think this song came from the song writer's tongue-in-cheek sense of humor and playfulness on the sound of "Puun", which is a cute representation (or rather the sound) of blowing your nose. The rest just "fell into place" in a most comedic way.

There's a reference to the writer Akutagawa Ryunosuke, which in one of his poems, before commiting suicide, he wrote:"It has all become dark except the tip of my dripping nose" He compares his desperate self to the snot, sitting useless on the nose which is malfunctioning like his own life. I think when they sing "wipe your nose" they are telling people to fight for their lives intead of letting the snot drip.
