Every second stage music in the Nemesis / Parodius games have a somewhat eerie / serious theme. The level 2 music of Parodius is one of my all time favorite and catchy (retro) video game themes, it's been well over 18 years since I last played Parodius on my MSX2, but I can very well remember all the tunes. =)
Most Parodius music is based on classic or contemporary pieces, twisted to fit the mood of the scene. The composer might have had the music of that Nemesis 2 level in mind, but then again, Parodius in itself is a parody of the Nemesis saga.
Search for "Parodius music" on wikipedia to know more about the origins of the music.

Part of the opening sounds pretty similar to one of the Penguin Adventure songs too.. Probably stole bits and pieces from everywhere ^^

Is it me or is the third level music (Meiwaku-Sei) slightly based off of MSX Nemesis 2's final level music?

The first few seconds are almost exactly alike, but other than that, they aren't the same.
