on PC you can technically create or load your own custom skins and cloths..but it's not officially supported it's possible.

press F12 to capture a 30-60 second clip but make sure to enable it first in options. Then in your phone there should "video editor" in there you'll find your clips and editing tools. No you dont need windows live( only for saving games)....
